[MC-202923] Sugar cane problem in water

What I expected to happen was...:
I expected the sugar cane to destroy itself because of the water

What actually happened was...:
The sugar cane remained in the water

Steps to Reproduce:
1. To harvest a sugar cannes
2. Stick it in the water
