I had put down carpet in a villager house I was renovating and the villager inside could not walk on the carpet on the 2 block tall part of the house.

Duplicate of MC-97799 which is marked as Works as Intended
I am pretty sure Villagers are too tall to fit through that space, and that this is not a bug.
