The bug
Boats will glitch out where they will visually look like they're still moving forward but the player gets stuck in the position where the boat is supposed to be. If you do end up escaping the glitch, jumping on top of it will once again make the player stuck. The visually glitched boat has no hitbox whatsoever and will clip through any block in front of it.
To reproduce
There seems to be no way to reproduce this glitch reliably as it just happens by chance, but it happens when you try to shift out of a moving boat and you'll know it happened because the boat seemingly moves forward on it's own while the player gets stuck on top of the "boat".

Hi, I think I was able to recreate this, though I'm not sure if what I did is what you are describing. Basically, I road a boat, and upon pressing shift at a given moment (I tried this multiple times and as you stated, it is difficult to reproduce this reliably) the boat continued to move forward and I was stuck on top of the boat without being able to get out. The only way to get out was to break the boat or somehow jump off. I can confirm that this also occurs in 1.16.4, though again, what I am doing may not be the same as you are describing, I just tried to interpret what you were saying as best as possible.
