TNT minecart destroying blocks underwater while on rails

TNT minecart destroys blocks around itself while standing on waterlogged rails underwater. If it is underwater and not standing on rails it behaves properly - does not destroy blocks and only damages entities, however, while on waterlogged rails (underwater), it behaves the exact same way as in air (destroys blocks in a radius around itself except for blocks with rails on top of them).
