If you break an ametyst block, you get the block. If you break it when there are clusters on, block won't drop

That's because ametyst buds and clusters grow on other ametyst blocks - budding amethyst, and it can't be obtained

They are two different blocks. Amethyst Blocks drop, while Amethyst budding blocks don't.
