Nether generation is like pre-1.16

The nether generation has reverted to pre-1.16, however there ate still biomes. e.g.

basalt deltas are flat and no trees generate in the warped/crimson forests. created 2 separate worlds in 20w45a and the problem occurred in both. to recreate this bug, generate a new world then go to the nether.
