Hello, I tried to recreate this, but I was unable to. The way I understood your report is that you can actually position a water bucket on a mob and be able to place water, thus treating the mob like a block, but I have not noticed anything like that. If you mean being able to put water on blocks on top of mobs and let water submerge mobs, then that is normal, though I don't condone submerging innocent animals under water...
