[MC-204569] You can drown your horse while riding it in two block high water

You can drown your horse if you ride it into 2 blocks deep water. He doesn't buck you off like he's supposed to, despite being able to drown.

Summon a tamed horse:
```
/summon horse ~ ~ ~ {Tame:1b}
```
Put a saddle on it
Ride it into 2 block high water
→❌ The horse will not kick you off, but start drowning after a while.
