GUI and In-Game Vision Turn Black After Go Down Below Y -1

I'm not sure was this happen in previous snapshot or not, but this was unexpected things that what I found when I randomly spectating underground. This is how you can recreate the bug:

1. You can use Creative Mode or even Spectator Mode,

2. The time is not affecting the bug, this bug happen any time in-game,

3. You must be have Night Vision potion effect applied already,

4. Go down to Y -1.62 or below.

What's consequence happen:

1. Player's vision like blind, and you only can see the Sun, and in some rare cases, you also can see the Sun rays,

2. All item's colors turns to black,

3. Text on GUI turns to black, for example on Controls Settings the Movement type text is not readable, in summary only text with light gray background color will slightly readable.
