I made a villager farm on snapshot 20w46a and villagers aren't breeding. there is a lot of hearts, they are dropping carrots, and they have many beds, but they always get angry and stop.

You need enough beds for every villager plus every baby villager that they are trying to make. They need to be able to path-find to the beds as well.
