[MC-205606] Pathfinder of mobs wearing leather boots fails on powder snow.

Despite wearing leather boots mobs like zombies or skeletons avoid walking on powder snow. When they are standing on powder snow they cannot move at all.

Zombies will not step out on powder snow voluntarily, even with leather boots.
But if they are spawned on powder snow they can (and will!) move on it. Easily veried by summoning a zomibe on powder snow and a villager close by - the zombie will give chase.

Tested on 20w46a and 20w51a
