Its not a bug but more like a question, I bought Minecraft Java edition recently on the Minecraft website, and now that I saw the notification about the account transfers will I still get the cape?

You should instead use the official Minecraft discord (disgord.gg/minecraft) or the official miencraft subreddit (www.reddit.com/r/minecraft/) to do this. In regards to your question, account migration will be happening in early 2020, so the answer is yes, you will get a cape.
