[MC-206012] Endermen can hold cacti without taking damage

We know that cacti can prick players to death, but then endermen picks them up, wanders around, and doesn't even seem to care about the spikes.

Invalid, the if you hold a cacti it doesnt hurt you so why should it hurt the enderman?

Well endermen don't even have a hotbar
