[MC-206197] Shulker bullets cannot correctly hit a player in a boat

Shulker bullets can get blocked by boats, unable to hit the player in it.

Can confirm, always hit the boat when at the same level as the player, can get hit from the top and underneath though.

In 1.16.4 if the boat is facing the shulker and is at 1-2 blocks away, player gets hit, but otherwise it hits the boat
