[MC-206468] Podzol generates below other blocks

Podzol generates below other blocks. This issue reappeared after it was fixed at 19w14a.

Steps to reproduce:

Download the Cold Biomes worldgen
Create a new world
Generate it through seed 1623146384
Teleport to coordinates 189 72 2
→❌ Podzol has generated below the grass.

Note: This also can be reproduced without using the Customized world.

Can confirm. I also found this in a default world but deleted that world.

Affects 1.21.
I could not reproduce this with grass generating over the podzol, but could with the mossy cobblestone boulders (minecraft:forest_rock). My steps to reproduce it were to create a single biome world of the "old growth taiga" type, and then flew around mountainous areas.
