[MC-206640] stalagmites sometimes have no fall damage at all

jumping on the side of a stalagmites have inconsistent fall damage and particle effects.

Sometimes there are no particles and we take normal fall damage
sometimes there are brown particles and we don't take any damage at all

This looks to be a duplicate of MC-206606, which is currently in the process of being fixed.

they could be related, but his description is not exact from my testing. You do not need multiple stalagmites side by side, only one stalagmites is enough, but the bug doesn't seem to affect all sides.
