Can confirm this behavior in 21w42a. Here are some extra details regarding this problem.

The Bug:

Rabbits do not follow players holding carrots on sticks.

This behavior is inconsistent due to the fact of how pigs will follow players holding carrots on sticks.

Steps to Reproduce:

• Summon a rabbit and obtain a carrot on a stick.

• Hold the carrot on a stick in your hand and move away from the rabbit slowly to see if it follows you.

• Take note as to whether or not rabbits follow players holding carrots on sticks.

Observed Behavior:

Rabbits do not follow players holding carrots on sticks.

Expected Behavior:

Rabbits would follow players holding carrots on sticks.

I can confirm this behavior in 1.18. Here's a code analysis of this issue along with a fix.

Code Analysis:

The following is based on a decompiled version of Minecraft 1.19.2 using MCP-Reborn.

      this.goalSelector.addGoal(3, new TemptGoal(this, 1.0D, Ingredient.of(Items.CARROT, Items.GOLDEN_CARROT, Blocks.DANDELION), false));
      ...

If we look at the above class, we can see that carrots, golden carrots, and dandelions are the only items that rabbits are tempted by. Because of this, carrots on sticks cannot be used to tempt rabbits, therefore resulting in this problem occurring.

Fix:

Simply adding carrots on sticks to the list of items that rabbits are tempted by, will resolve this problem.
