[MC-208123] cannot get XP from ores or mobs.

1. if you go mining and you found diamonds you will get XP from the diamonds. but it won't make your XP bar go higher

2. when you go to smelt iron or something when you take it out you will get XP but it won't make your bar go higher

As stated above, do you have the Mending enchantment on any of your tools or, did you happen to be using any mods/datapacks when this issue occurred? If not, please provide a video of this issue occurring whilst the F3 debug screen is enabled.
