[MC-208260] Min/max in loot tables(and item modifiers) no longer works

Loot tables and item modifiers do not work when it contains a range. For example:

{"pools": [{"rolls":{"min": 3,"max": 6},"entries": [
{"type": "minecraft:item","name": "iron_nugget"}]}]}

This loot table does not function anymore.
