Gameplay Issue

I'm trying to play with my brother, and a friend. My friend (who plays on Xbox) can join perfectly, but my brother who plays on java (mobile like me) it will say 'unable to connect to world.' When we are right next to each other playing so it should work. Before it would work just fine and we could all play, but now he cannot join any of my games. (My multiplayer settings are friends of friends, so anyone I'm friended with should be able to play) and I do not have him block or on mute either. Please help.
