[MC-208369] Bad omens effect given with commands doesn't trigger raid

I typed

/effect give @s minecraft:bad_omens 1000 1

then used a villager spawn egg and stood next to the villager. The raid bar did not appear. I then located an outpost, killed a pillager captain, then found a village. The raid bar appeared.

Hey there!

Please could you provide a recording of this incident occurring whilst the F3 Debug Screen is enabled. Just to further inform you, a village needs to consist of at least one bed and one villager to be classed as an actual village. If there is one villager and no bed, no raid will occur. You didn't mention whether this was the case or not and that's the reason I'm asking.
