The bug
An axolotl's hitbox is not correctly centered whilst inside of a boat.
How to reproduce
Run:
/summon minecraft:boat ~ ~ ~ {Passengers:[{id:"axolotl",Air:999s}]}→ ❌ Notice how the axolotl's hitbox is incorrectly centered when it moves

This issue has been fixed in 21w20a. The axolotl will no longer adjust its rotation whilst in a boat and it's now centered correctly whilst inside of it.
