[MC-208637] Netherite in some containers with saved NBT data can still burn

The bug

When throwing containers containing netherite (not including shulker boxes or bundles) with saved NBT data into lava, the netherite is not dropped and burns in the lava.

How to reproduce

Place a chest
Insert netherite items into it
Hold your control key, and press your pick block key
Throw the chest into lava
❌ Notice how your netherite has burned in the lava

I think this bug is caused because the patch is for survival mode mainly.
