[MC-208804] The behavior of feeding axolotl with tropical fish bucket doesn't match other bucket behaviors in creative mode

To Reproduce

Try to collect water into bucket in creative mode.
✔ You have the water bucket added to another slot of your inventory.
Try to feed the axolotl with tropical fish bucket.
❌ The tropical fish bucket remains. There is no water bucket added to another slot.

WAI, just like all other food or breeding items. You aren't collecting water and since you are on creative the tropical fish doesn't need to be consumed or emptied from the bucket. Same thing happens when you place tropical fish down
