[MC-208821] Axolotls float above the ground while walking or standing still

The bug

When they are on land, axolotls don't actually touch the ground, but float slightly.

How to reproduce

Summon an axolotl on land
Switch into spectator mode and look at the bottom of the axolotl

Observed behavior

The axolotl is not touching the ground; instead, it is floating slightly.

Expected behavior

The axolotl would be visually touching the ground when it is on the ground.

Switch into spectator mode and look at its lower body and limbs carefully.
Take note as to whether or not axolotls just barely float above the ground whilst walking or standing still.
