Moving dots/lines in clouds when facing east

Moving lines/dots in clouds.  Most noticeable when when facing the rising sun (east), though still slightly visible when facing in other directions.  Lines/dots appear to move in a different direction (either left or right) while looking around when facing east.  Spacing of dots also appear to change based on view when looking east.  One screenshot includes a picture facing east of the issue, the second has the debug screen open.
