Farmland/tilled soil will only ever naturally have a moisture level of 7 or 0, with the other states of moisture can only be accessed through the debug stick.
Textures will properly display when swapping between states with debug stick, so the block states are technically functional, but it is impossible for those moisture states to ever appear in normal survival gameplay
This issue looks to be a duplicate of MC-159255, however, this was later marked as "Cannot Reproduce", as the team were unable to recreate the problem. With that being said, please could you provide some screenshots or videos of this occurring whilst the F3 debug screen is enabled. This would help myself, along with others, determine what the issue is. Thanks!
