after I got my new computer all of the audio coming from minecraft is now muffled. I have tried reinstalling it 2 times now. I have also tried changing mipmap levels, using resource packs and using F3 + T. I have attached a video showing how the audio sounds

This is probably some issue with your system sound settings. It sounds normal to me.
