If we attack or stare at enderman it will come towards us but if we keep staring at its eyes, it will not attack us and stare at us from a distance.

When we keep staring at an enderman's eyes, it does not attack and just stares at us back.

How far are you from the enderman? The underman's attack radius is 64 blocks, so if your further than that, they won't attack you
