Let me give you an example.
Create a creative mode world;
Bring any food;
Try rowing then eat;
You cant'eat;
Try eating then row;
You can eat.
OBVIOUSLY, IT'S A BUG.
This bug has many similar problems: bows(reload and shot), crossbows(reload), shields(using), potions(be similar to foods).
