Glow Ink Sac's Glowing Text property not working

When I use a Glow Ink Sac on a sign with text, the sound effect "Glow Ink Sac Splotches" can be seen in the subtitles, but when I seal off the light sources, no glowing text can be seen

It doesn't do anything to black text, try dyeing it a different color

To Monarchia: I did it with other colors and it still won't glow
