This bug report is unclear. How exactly is the glow lichen being placed - it is anywhere at all in the nether, or only in specific locations?
If this only happens when glow lichen is placed in lava, this is a duplicate of MC-212117. If it happens elsewhere, please update the report with screenshots and clear steps to reproduce.
I found this as well, it works in the overworld and nether, haven't testing in the end yet. It works when placing the glow lichen on the side of a block in lava, and creates a water source block, which remains even in the nether. It works when placing in lava source blocks, but not in flowing lava or when the vine is grown with bone meal.
