[MC-213789] Water behaves as if moss blocks were air

Upon trying to make an infinite water source or place water on moss blocks, the water behaves weirdly (eg. the water source doesn't get made)

In this screenshot, the blocks with kelp are source blocks, the other water block stays flowing.

As far as I know this is normal - like a leaf, it is a transparent block.
