The bug
When you bonemeal a small dripleaf plant to grow it into a big dripleaf plant, blocks above it are destroyed. Even blocks that are supposed to be unbreakable, such as bedrock, command blocks, and end portal frames can be destroyed. This does not occur when bonemealing big dripleaf plants.
To reproduce
Place clay 3 blocks beneath an unbreakable block.
Place a small dripleaf on the clay.
Bonemeal the small dripleaf.
If the small dripleaf grew too short to destroy the block, then break the newly grown big dripleaf and go back to step 2.
Observe that the unbreakable block was destroyed.

Previously, there was a policy that obvious bugs that only occur in snapshots did not need to be private. The policy was explained in this message from the Mojira discord by @unknown and also in this message by @unknown. Has that policy changed?
It depends on the situation. In this case we initially decided to have it private. However as it's a snapshot only bug and most likely going to be fixed before release, we've made it public again.
There is no hard policy on these things. In case of doubt, we'd rather be safe than sorry and make it private until we've discussed it internally.
I was informed by @unknown in discord DMs that this is a duplicate of MC-213813, which is private, so this report is now private too. However, I had believed that issues like this that only occur in snapshots didn't need to be private. Has that policy changed?
