(Disclaimer) After further testing, it seems as though I just had very odd results and the loot pools appear to be normal. If a mod could please lock/delete this thread, that'd be great.
The loot table distribution for enchanted leggings appears to be quite different than what it is supposed to be set as. Compared to the other enchanted diamond armor pieces that spawn in the End Cities, diamond leggings spawn significantly less. Conversely, iron leggings seem to spawn significantly more than other pieces of iron armor. The drop chances for the cursed variants of both diamond and iron armor do appear to be normal. The drop chances of cursed swords also seems a little bit low.
Attached are screenshots of End City armor loot (both iron and diamond) for all armor pieces. I am not entirely sure the number of End Cities looted for the screenshots, but I can assure you it was a lot. (I know not the most scientific value but it should get my point across.) The screenshots show the greatly decreased diamond legging drops and greatly increased iron legging drops (I had to overflow into a shulker box).
As for the drop chances of cursed swords, I am not entirely sure/convinced they are off, but they do seem a little low. Of course, I may have been unlucky with my drop chances, but with the number of End Cities, I looted it seems odd to not have received more. (I am not entirely sure if cursed loot is dropped separately than normal enchanted loot, but I thought it worth mentioning.)

I've attached the end_city_treasure.json (directly extracted from the Minecraft 1.16.5.jar) loot table file to this issue. It indicates that all diamond/iron armor pieces and tools should have an equivalent weight of '3.'
