The wither boss seems to be destroying everything even netherite and firing randomly in all directions. it's not just firing at monsters it's just firing. i was next to it in creative mode as to not anger it but it was still firing. this isn't something that has happened in other versions to my knowledge

This is default Wither behaviour. It's able to break all blocks except for those in the #minecraft:wither_immune tag.
