it wouldn't generate with bedrock as the ground

it generated with bedrock as the ground
Steps to Reproduce:
1. go to y level -60 in spectator mode
2. look for a cave
3. this may generate there

I think it's meant to do that. The height goes from -64 to 320, making a total of 384 blocks top to bottom.
