[MC-214989] Mineshafts platforms can generate floating

The Bug:

Mineshafts platforms can generate floating.

Here is an example:

Version: 1.19.3

Seed: -1374521101267461444
Coordinates: /execute in minecraft:overworld run tp @s 87.16 -42.00 -106.68 223.35 46.50

Steps to Reproduce:

Generate a world with the seed provided above and teleport to the given coordinates.
Look closely at the mineshaft platform.
Take note as to whether or not mineshafts platforms can generate floating.

Observed Behavior:

Mineshafts platforms can generate floating.

Expected Behavior:

Mineshafts platforms would not be able to generate floating.

I'd like to request for this ticket to be reopened as this issue doesn't appear to be fixed in 21w37a. Here are some steps on how to go about reproducing this. I've also included some screenshots and videos demonstrating this behavior.

Steps to Reproduce:

Enter the following seed and coordinates.

Seed: 3878622957353141144
Coordinates: /execute in minecraft:overworld run tp @s -96607.93 3.69 -1249.64 24.03 36.34

→ ❌ Notice how mineshaft platforms can still generate isolated and floating in the air.

Expected Behavior:

The expected behavior would be that mineshaft platforms cannot generate isolated and floating in the air.
