Rains e Thunders only certain places

Well, probably this is because of the new world generation of 21w06a, but, me and my friend want to test the lightning rod, so we put the /weather thunder command, and, has we was in a mountain, it start falling snow, so we go to a place that rains and it was not raining, so we put a lightning rod and nothing happen's which is weird because the lightning rod doesn't stop  lightnings just atracted them, but when we move a little, it start to rain but just in like 8 blocks, and the lightning rod start to work on that place, just that place that rained, even if the sky was like when is thunder. Probably a weather bug due to the new generations. Oh and sorry i don't have a print but it's exactly what i said
