[MC-215355] Certain chunks have no light even though there are no blocks placed above. Trees in this chunk also have no leaves and no mobs spawn even though the debug menu shows the sky and block light level as 0

What I expected to happen was

The chunk should have had regular lighting

What actually happened was...:
Chunk had no light levels and no mobs spawned in the chunk even at night

Steps to Reproduce:
I am not aware of any steps on how to reproduce the bug as this happened when i opened up a new creative world to look at the new cave generation
