Can confirm in 21w07a. Here are some steps to reproduce this issue:

Steps to Reproduce:

Place any block down and place any carpet on top of it.
Increase the randomTickSpeed to speed up the process of the vines spreading.

/gamerule randomTickSpeed 1000

→ ❌ Notice how the vines are able to spread on to the carpets.
