[MC-215370] When flying with an elytra, using a spyglass slows the speed of flying

The spyglass normally slows the players walking speed, but using it while flying also slows the forward speed and the speed of descent. If you use this while at the edge of a block, it is possible to glitch inside of it.

I think this is intended because you look in a spyglass when walking you go like crouch speed I dont think this really is a bug so its probably intended to do it

Unable to reproduce in 21w15a. You might be seeing your FOV turn down, though, which can make it seem as if you're slowing down.
