i got the debug wand and used it on any waterlog able block to make it water logged then update it and it makes water in the nether it could be a bug or not a bug

However, this issue won't be fixed.
Any issues regarding block states being created or changed by using the Debug Stick are not accepted on the bug tracker according to this reddit post from Mojang.
