[MC-215855] Frosted ice does not melt

Testing MC-99411
Frosted ice does not melt at all. Thought game might have frozen so I reloaded the world and set off some tnt to confirm that the world was not frozen.

Cannot reproduce.

Note that frosted ice requires sky light in order to melt.
