[MC-216279] smoke and bubble animation not in the correct places

Bonfire, candle and fishing bubbles are out of place.

Bonfire smoke is not over the fire, the bubbles with fishing are over your left hand and the candle sparks float about to the top right of the screen no where near where they should be?

You are using a resource pack. Does this happen on the default resource pack?

Resource pack issue.

I took the chromahills resource pack off and it's ALSO happening with the default resource pack.

OK seems to happen only when I load up Java through steam... just loaded it up with KBM and everything is fine.
