Ice from Iceburg biome can generate in the middle of caves

While exploring the new cave generation, I came across large blocks of ice that generated inside the caves that were underneath an iceberg biome. It seems like this is unintended behavior. Also, the ice structures seem to stop generating below y=0, so it results in icebergs that abruptly cut off below this point.
