Sheep not regaining wool

What I expected to happen was...:
Sheep eats grass, grows wool

What actually happened was...:
Sheep eats grass, doesn't grow wool

Steps to Reproduce:
1. upgrade server to 1.6.1, Worked fine before, then after upgrade never saw sheep with wool again

This ticket is invalid as it relates to a modded or 3rd party client/server.

Any non-standard client/server build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the plugin creator.
This site is for addressing issues related to the base unmodded Minecraft.

No, there was absolutely no mods of any kind while this was happening
