The Bug:

The nether portal overlay no longer renders, whilst using fast graphics.

Steps to Reproduce:

Change your graphics to fast.
Step inside of a nether portal.
→ ❌ Notice how the nether portal overlay does not render.

Does only occur when on fast graphics.
With fancy or fabulous graphic settings it works fine.

Yep, it appears this only affects Fast Graphics settings.
