[MC-218911] The background of hover-event text becomes blue when text is selected in an anvil or chat

when you do ctrl+a in the anvil to an item name and then hover over for example your maxed out netherite axe, the gui is all blue

no resource packs are on either

I can reproduce this in 21w10a, but not in 1.16.5. This is not caused by resource packs. This is probably related to MC-218881.

If you select text in chat, then the background of advancement descriptions becomes blue too.
