Connection Problem with almost all servers

Hello !

I have been having an issue with my Java Minecraft for quite a while now.

Everytime i try to join a private server (like a server who belongs to me or my friends) i get this error : 

io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection timed out: no further information

And if i go to the console i also get this :

I tried everything i could find on internet to fix this but nothing works.

Also when i try to join big servers like Hypixel i can play like 5 minutes but after that i get disconnected and this message is shown :

Timed Out
